At the EF Mass, does the priest distribute Holy Communion under the form of wine?
No, the Precious Blood is not distributed to the people in the Extraordinary Form. However, according to the doctrine of concomitance, the whole Christ is present under each Eucharistic species. Thus one receives the whole Christ even when receiving the Host alone.
As at any Mass, anyone properly disposed may receive Communion. This means that any practicing Catholic who is not conscious of grave sin and has observed the Eucharistic fast may receive communion.
